Car Ownership FAQ & Glossary

Every Japanese car term on this site, in plain English.

Can foreigners own and register a car in Japan?

Yes. Any resident with a valid address (residence card / 住民票) and, where required, a registered seal (印鑑) can own and register a car. You also need a valid driver's licence — a Japanese licence, or in some cases an International Driving Permit for a limited period, after which you convert to a Japanese licence (外免切替).

What is 車検 (shaken)?

Japan's mandatory vehicle inspection. A new car's first shaken is at 3 years, then every 2 years. The cost bundles legally-fixed items (重量税 weight tax + 自賠責 compulsory insurance + stamp fee) with the shop's inspection/repair fee, which varies a lot.

What is 自動車税 / 軽自動車税?

The annual automobile tax, billed each spring. For registered cars it scales with engine displacement; for kei cars (軽自動車) it is a low flat amount. Cars over 13 years old pay a surcharge (重課).

What is 自賠責保険 (jibaiseki)?

Compulsory insurance every car must carry; it is bundled into shaken and covers only bodily injury to others, up to low caps. It does not cover your own car, property damage, or your own injuries — which is why voluntary insurance is essential.

What is 任意保険 (voluntary insurance)?

Technically optional but essential insurance covering property damage, your own vehicle, higher liability, and your injuries. Premiums vary hugely by driver age and 等級 (no-claims grade) — our calculator shows a range, never a quote.

What is 等級 (the no-claims grade)?

A rating from 1 to 20 that tracks your claims history. New drivers start around grade 6; each claim-free year raises it (bigger discount), each at-fault claim lowers it. Higher grades cut premiums substantially. It can sometimes transfer from abroad — ask the insurer.

What is 車庫証明 (shako shomei)?

A police-issued certificate proving you have a legal off-street parking space, required to register most cars (and kei cars in designated urban areas). You need a location/layout map and, if you rent the space, a signed consent form (保管場所使用承諾証明書) from the space's owner.

How much does owning a car cost per year in Japan?

It varies widely by category, location and insurance profile. A kei car in a rural area is far cheaper than a standard car in central Tokyo (where parking alone can be very high). Use the calculator for your own figure; the biggest swing factors are parking, insurance, and engine size.

Why are kei cars so much cheaper to run?

Kei cars (軽自動車, ≤660cc, yellow plates) pay a low flat annual tax, lower weight tax at shaken, usually lower insurance, and often better city fuel economy. In some areas they also skip the parking certificate. The trade-off is space and highway comfort.

What is 燃料費 / how is fuel cost figured?

Fuel cost = your annual distance ÷ your car's fuel economy (km/L) × the gasoline price per litre. It is the one cost that scales with how much you drive; the calculator uses a researched current average gasoline price.

Do I need a car in Japan at all?

In and around big cities, usually not — public transport covers most needs and a car is a pure cost. A car makes sense for rural living, families with young children, snow country, or jobs/hobbies that require it. Car-share (カーシェア) and rentals cover occasional needs.

How do I sell my car before leaving Japan?

Complete a 名義変更 (ownership transfer) or 抹消登録 (deregistration) before you leave, and cancel insurance and parking. A 一括査定 bulk appraisal usually beats a dealer trade-in on price. You can reclaim unused 自動車税 and 自賠責, and keep your insurance 等級 via a 中断証明書.

What is a 中断証明書?

A suspension certificate from your insurer that preserves your no-claims 等級 for several years after you cancel a policy — so if you insure a car in Japan again later, you resume at your existing discount instead of starting over. Useful when leaving Japan temporarily.

Is buying insurance and getting appraisals a Japanese-language process?

Largely, yes. Voluntary-insurance quote forms and car-appraisal (査定) request forms are mostly in Japanese. You can use bilingual agents, dealer help, or a translation tool. We flag this plainly wherever we mention these services.

Does the purchase price count in the annual cost?

No. The calculator shows the purchase price only as a one-off aside, not amortized into the annual running cost, because depreciation depends on how long you keep the car and how you eventually sell it.

Is the calculator's figure exact?

No — it uses 2025–2026 tax and shaken tables plus researched typical ranges for insurance, shaken shop fees, and parking. Treat it as a realistic estimate and confirm exact figures for your specific vehicle and situation.
